Committee Member Biographies

Marcia Alterman
Executive Director of the Professional Association of Volleyball Officials (PAVO); involved with PAVO at the national level since 1985 and a former PAVO president; in 2002, was named as the first NCAA Women’s Volleyball Rules Interpreter; numerous postseason assignments at all levels of collegiate volleyball; coordinator of volleyball officials for the Big Ten Conference and Conference USA.

George Black
Director of Officiating, Canadian Football League; worked 22 seasons from 1979 - 2000 as an on-field official; Officiating Supervisor for three seasons and became Director in April 2004; worked six Grey Cups (CFL Championship game); Board member, Sports Officials of Canada.

Craig Cress
Amateur Softball Association (ASA) director of membership services since 2002; member of ASA as a licensed softball umpire since 1979 working 10 ASA fast pitch national championships and two ISF world competitions and two international events; member of the Indiana High School Athletic Association as a softball umpire since 1989 receiving the 1998-99 outstanding IHSAA/NFIOA Softball Officials Award; was the Indiana ASA softball umpire-in-chief from 1991-2000; member of the ASA national umpire staff from 1998 – 2002 serving as a clinician at 12 ASA national umpire schools and umpire-in-chief for 11 national championships.

David Gaskins
Current chair of the Sports Officials Development Program of the National Intramural Recreational Sports Association (NIRSA); Associate Director of Programs for Campus Recreation & Wellness at East Carolina University for 18 years; associate director of officials for the National Collegiate Flag Football Championships; active official for high school football and basketball and women’s college basketball. Formerly officiated slow-pitch softball and high school soccer; worked high school state championships in football and basketball and NCAA Division 2 Women’s Basketball tournament.

Julie Ilacqua
Managing Director of Federation Services for the United States Soccer Federation (USSF); USSF official (Emeritus State Level 2) for 17 years; in 1989, first female to referee the National Association of Intercollegiate Athletics Championship Final and in 1988, the first woman to referee the Michigan High School Class A Boys' Championship Final; has served as member of USSF, USASA, MHSAA, and World Cup committees; former NASO board member and chair.

Tom Lepperd
Director, Umpire Administration, for Major League Baseball since 2000; has been with professional baseball since 1975; was a minor league umpire for 12 years; from 1984-86 umpired in the AL regular season as a fill-in; joined the Umpire Development Program in 1987 as a supervisor where he stayed until 1998; served as the assistant to the National League’s Director of Umpires for two years.

Barry Mano
Founder and president of Referee Enterprises, Inc.; publisher of Referee Magazine; founder and president of the National Association of Sports Officials (NASO); retired 23-year basketball official; worked nine seasons at the NCAA men’s Division I level; guest lecturer and public speaker.

Ronnie Nunn
NBA director of officiating; NBA referee from 1984 – 2003; had Finals assignments from 1998 – 01; was a professional basketball player for two years for Leon of the Mexican National Basketball Circuit and also coached high school and college basketball; honors include Mexico’s Player of the Decade, 1970s, induction into George Washington University’s Hall of Fame and selection to George Washington University’s All-Century Team.

Mike Pereira
NFL vice president, officiating; former NFL Supervisor and Western Athletic Conference Supervisor of Officials; retired NFL and major college football official; worked eight college bowl games; NFL side judge 1996-97.

Mary Struckhoff
NCAA national coordinator of women’s basketball officiating; assistant director of National Federation of State High School Associations (NFHS); NFHS administrator for officials’ training; former assistant executive director of Illinois HighSchool Association; former high school and collegiate volleyball official (1990-1996); former collegiate basketball official (1986 - 2006), worked in seven NCAA Division I conferences and worked 10 NCAA D-I tourneys.

Bill Topp
Vice president of publishing and management services at Referee Magazine; active high school basketball and football official since 1990. Officiated small college basketball (1993 – 2005) and football (1991 –2005). Umpired baseball for 12 seasons, including eight at the Division I level.  Umpired 2000 NCAA Division III College World Series.

David Weicker
President of Sports Officials of Canada; Track & Field Official at provincial, national and international events for 25 years; Past-chair of National Officials’ Committee; Past-president of Victoria National Running Society; Photo Finish Official for international cycling events; former national champion (seven times) and national record-holder for track and field.

Dave Yeast
NCAA national coordinator of baseball umpires; former Missouri Valley and Conference USA coordinator of baseball umpires; former NCAA Division I umpire that worked fourteen straight NCAA baseball tournaments including two College World Series; worked the 1996 Olympics; 1999 IBAF International Umpire of the Year; 2005 American Baseball Coaches Association “Meritorious Service Award” recipient;  retired NCAA football and basketball referee; Officiating Development Alliance member; NASO Board of Directors.
