Committee Member Biographies

Marcia Alterman
Executive Director of the Professional Association of Volleyball Officials (PAVO); involved with PAVO at the national level since 1985 and a former PAVO president; in 2002, was named as the first NCAA Women’s Volleyball Rules Interpreter; numerous postseason assignments at all levels of collegiate volleyball; coordinator of volleyball officials for the Big Ten Conference and Conference USA.

George Black
President of Sports Officials of Canada; Sr. Advisor, Football Operations, Canadian Football League; worked 22 seasons from 1979 - 2000 as an on-field official; Officiating Supervisor for three seasons and was Director from 2004 to 2008; worked six Grey Cups (CFL Championship game).

Joe Borgia
NBA Vice President, Referee Operations; responsible for administering the officiating program including training and recruiting programs, team communications and oversight of the D-League and WNBA officiating programs; former NBA director of referee development and former NBA director of officiating programs and development; retired NBA official after 10 years due to injury.

Craig Cress
Amateur Softball Association (ASA) director of membership services since 2002; member of ASA as a licensed softball umpire since 1979 working 10 ASA fast pitch national championships and two ISF world competitions and two international events; member of the Indiana High School Athletic Association as a softball umpire since 1989 receiving the 1998-99 outstanding IHSAA/NFIOA Softball Officials Award; was the Indiana ASA softball umpire-in-chief from 1991-2000; member of the ASA national umpire staff from 1998 – 2002 serving as a clinician at 12 ASA national umpire schools and umpire-in-chief for 11 national championships.

David Gaskins
Current chair of the Sports Officials Development Program of the National Intramural Recreational Sports Association (NIRSA); Associate Director of Programs for Campus Recreation & Wellness at East Carolina University for 18 years; associate director of officials for the National Collegiate Flag Football Championships; active official for high school football and basketball and women’s college basketball.  Formerly officiated slow-pitch softball and high school soccer; worked high school state championships in football and basketball and NCAA Division 2 Women’s Basketball tournament.

Terry Gregson
Director of Officiating and Senior Vice-President with the National Hockey League; formerly Senior Officiating Manager of the NHL; on ice NHL referee for 25 years with 1427 regular season games and 158 playoffs including eight Stanley Cup Finals; served on the NHL Officials Association for 20 years acting as President for 10 years.

Rich Kaufman
Director of Officials, U.S. Tennis Association since 1997; was a full time chair umpire and referee for the men’s tennis tour from 1984 -1997. Also currently a certified referee and chief for the International Tennis Federation. Has officiated for 30 years.

Tommy Keith
Supervisor of Officials for the Professional Rodeo Cowboys Association. Assistant Supervisor of Officials from 2001-2003, and 2007. Officiated National Finals Rodeo from 1990 - 2000, and 2003 - 2006.  Has officiated National Circuit Finals Rodeo, Circuit Finals Rodeos, Tour Finals and all the major rodeos across the United States as a Pro official.

Tom Lepperd
Director, Umpire Administration, for Major League Baseball since 2000; has been with professional baseball since 1975; was a minor league umpire for 12 years; from 1984-86 umpired in the AL regular season as a fill-in; joined the Umpire Development Program in 1987 as a supervisor where he stayed until 1998; served as the assistant to the National League’s Director of Umpires for two years.

Barry Mano
Founder and president of Referee Enterprises, Inc.; publisher of Referee Magazine; founder and president of the National Association of Sports Officials (NASO); retired 23-year basketball official; worked nine seasons at the NCAA men’s Division I level; guest lecturer and public speaker.

Mike Pereira
NFL vice president, officiating; former NFL Supervisor and Western Athletic Conference Supervisor of Officials; retired NFL and major college football official; worked eight college bowl games; NFL side judge 1996-97.

Mary Struckhoff
NCAA national coordinator of women’s basketball officiating; assistant director of National Federation of State High School Associations (NFHS); NFHS administrator for officials’ training; former assistant executive director of Illinois HighSchool Association; former high school and collegiate volleyball official (1990-1996); former collegiate basketball official (1986 - 2006), worked in seven NCAA Division I conferences and worked 10 NCAA D-I tourneys.

Paul Tamberino
U.S. Soccer director of referee development; former national NISOA referee; former FIFA soccer official; former MLS referee; named MLS referee of the year four times.

Bill Topp
Vice president of publishing and management services at Referee Magazine; active high school football official since 1990. Officiated high school basketball (1989-2007) small college basketball (1993 – 2005) and small college football (1991 –2005). Umpired baseball for 12 seasons, including eight at the Division I level.  Umpired 2000 NCAA Division III College World Series.
