It’s a Two-Way Street

Moderator: Jeff Stern, Referee associate editor
Jack Roberts, Michigan High School Activities Association executive director
Howard Mayo, IAABO Rules Examination and Mechanics Committee member; Portland Basketball Officials Association commissioner
Bill Topp, Referee editor

The primary topic of the 2003 NASO conference — accountability in officiating — raised some expectations. One of the recurring questions from the audience was: What can officials expect in return for an increased level of accountability?

One answer to that question could well be a covenant between sports officials and those whom they serve. Certainly a covenant would make accountability more of "A Two-Way Street."

Jack Roberts suggested that if, perhaps, enough local associations adopted covenants, then their state associations might follow suit.

Howard Mayo thought that in most cases, covenants are unnecessary. "If it ain’t broke, don’t fix it," Mayo stated plainly. "We’re happy with the way we’re doing it right now. Until something pops up that is against what we stand for, then we’re going to continue on as we’re doing now."

But Roberts believes in being more proactive. Michigan has adopted a covenant — local adoption urged, but not required.
