Jack Bissell, Chair
Wayne, New Jersey

A graduate of Princeton University and the University of Virginia School of Law, Bissell retired as chief judge of the U.S. District Court, District of New Jersey, in September 2005. He has been a member of the National Ice Hockey Officials Metropolitan N.Y. Chapter since 1972. Bissell was an ice hockey referee for both high school and NCAA Division III, retiring from on-ice duties in 1999. He has spoken frequently on the value of good sportsmanship in athletics. Currently he serves as chair of the Connell Foley LLP Alternate Dispute Resolution Department and as a member of its Business Litigation Practice Group.

Bill Carollo, Treasurer
Shorewood, Wisconsin

Carollo is currently Vice President & General Manager of Global Sales for Manpower Inc., after spending more than 30 years as a Sales & Marketing executive for IBM. He has been an NFL official since 1989, and an NFL crew chief since 1997. In addition to officiating seven NFL Championship games, Bill officiated the 1996 Super Bowl as a side judge and took control of the 2003 Super Bowl as the referee. Carollo also served as a board member and executive director of the National Football League Referees Association. Carollo also worked as a Big 10 Conference basketball official from 1980-88. Incoming coordinator of football officials for Big 10.



Sandra Hunt
Bellingham, Washington

Hunt is a FIFA and U.S. Soccer National Referee instructor and assessor, a National Intercollegiate Soccer Officials Association national referee and a U.S. Soccer Referee Committee member. She is a former FIFA referee. Hunt’s onfield resume includes working the 1999 and 2003 Women’s World Cups, the 2000 and 2008 Olympics, and the 2002 and 2005 Women’s NCAA College Cup Finals.



Dale Kelley
Huntingdon, Tennessee

Big 12 Conference, Conference USA, Sun Belt, Southland and Ohio Valley Conference men's basketball coordinator of officials; worked nine consecutive NCAA basketball tournaments, including Final Fours in 1978 and 1981; inducted into the Bethel College Hall of Fame, Tennessee Secondary School Athletic Association Hall of Fame and Tennessee Sports Hall of Fame, Carroll County Sports Hall of Fame; mayor of his hometown, Huntingdon, Tenn.

Mano is the founder and publisher of Referee magazine and founder of the National Association of Sports Officials. He is a retired 23-year basketball official who worked nine seasons at the NCAA men’s Division I level. Mano is a renowned public speaker and administrator. He is also a member of the Officiating Development Alliance.



Violet Palmer, Vice Chair
Los Angeles, California

In 1997, NBA referee Palmer became the first woman to officiate an NBA game. Formerly, she worked as a NCAA Division I women’s basketball referee in the Pac 10, Big West and West Coast conferences. She officiated the NCAA women’s Final Four four times, including two national championship games in 1996 and ’97. A standout basketball player at Cal Poly-Pomona, Palmer was captain of the team and led her squad to back-to-back NCAA Division II national championships.



Tom Robinson, Secretary
Denver, Colorado

Robinson is a Colorado High School Activities Association assistant commissioner and officials’ liaison. He’s currently a football replay official for a combined crew from the Mountain West, Big 12 and Western Athletic Conference, a Big 12 basketball observer and NFHS Football Rules Editorial and Equipment Committee member. Robinson is a former WAC and Mountain West football official. He worked numerous bowl games, including the Fiesta, Rose and Cotton Bowls. He is also a former high school math teacher and coach.



Kathy Strahm
Burlington, Vermont

National coordinator for NCAA softball umpire improvement program; former Big 10 Conference umpire coordinator (1999-2006); worked Women’s College World Series, Division II and III national championships, Women’s World Championships; Pan American Games and Junior Women’s World Championships; worked the 1996 Olympic Games; a practicing criminal defense attorney in Burlington, Vt.



Patty Viverito
St. Louis, Missouri

Senior associate commissioner of the Missouri Valley Conference; commissioner of the Missouri Valley Football Conference and the Pioneer Football League; served as tournament director for the 2001 NCAA Women’s Final Four; former member of the NCAA Division I women’s basketball committee and former chair NCAA committee for women’s athletics.



Rick Wulkow
Boone, Iowa

Iowa High School Athletic Association (IHSAA) executive director; former football, baseball and basketball official; five-time official in the NCAA Division I men's basketball tournament; former chair of the NFHS Basketball Rules Committee and also served on the NFHS Football Rules Committee; Big 12 basketball observer; NFL officiating scout.



Dave Yeast
St. Louis, Missouri

Currently umpiring college baseball in the Big 10, Big 12, Western Athletic and Mountain West Conferences; former NCAA national coordinator of baseball umpires; former Missouri Valley and Conference USA coordinator of baseball umpires; Has worked 14 NCAA baseball tournaments including two College World Series; worked the 1996 Olympics; 1999 IBAF International Umpire of the Year; 2005 American Baseball Coaches Association “Meritorious Service Award” recipient; retired NCAA football and basketball referee.
